Cologne's 17-year-old goalkeeper Bjorn Bussman looks set to join Blackburn Rovers.
The teenager has rejected an offer from the Germans and now looks poised to join Rovers' Academy instead.
"He's going to go to England," said Christoph Henkel, the head of Cologne's youth academy.
"We're not happy about it and we don't think it's the right decision.
"We made him a very good offer with a view to becoming a senior player.
"But Bjorn opted for Blackburn."
