ACCORDING to a report in the national press recently, earlier this year the all-party Commons transport select committee called on the Government to curb some of the worse excesses of town hall parking enforcement.

In addition, Caroline Sheppard, chief adjudicator of the National Parking Adjudication Service is recorded as advising councils that they should not automatically fine drivers whose pay and display ticket has fallen off, especially when the proof is provided that one has been bought in the first place.

She also criticised the, "extraordinary" policy of one (unnamed) council which refused to cancel penalties under such circumstances.
