COUNCILLORS David and Karimeh Foster have hit out at a decision to allow a drug and alcohol rehab centre to be built at a former nursing home.
An independent planning inspector reversed Blackburn with Darwen planning committee’s decision to refuse the project at Woodlands Nursing Home in Holly Tree Close.
Coun Foster said: “We are disappointed at the decision but pleased the inspector has recognised some of the concerns.
"The conditions mean the house can only be used for the purposes specified, ie. a treatment centre for mothers; it restricts the number of users to 10 resident adults and 10 adult day care users; and they have to sort out the boundary of the property and also produce a travel plan to limit the use of cars by residents/workers as the access road is restrictive.”
