Plans to build three homes off Lee Road in Bacup have been refused by Rossendale Council despite recommendations from officials to approve the application.
Permission for four homes was granted last year.
However, the latest proposals saw a 60-name petition as residents complained about the increase in traffic, that the houses were out of character with the surrounding buildings, the felling of trees and the loss of wildlife.
