A JOBS-for-the-jobless scheme was being probed following allegations that men were being paid to do nothing.

Two parallel inquiries into Hyndburn's Community Programme Unit were to be carried out by a senior official of Hyndburn Council, which managed the scheme, and a senior official of the Manpower Services Commission, which provided the money.
