PLANS to create a hostel for the homeless in a former home for the mentally handicapped were rejected by Blackburn councillors.
A crowd outside the town hall chanted slogans before the planning and highways committee met to discuss the plans for the building at Marsh House, Marsh Lane, Darwen.
