THIS country could face the biggest upheaval in the voting system since the Great Reform Act following the proposals of the commission under Lord Jenkins, of Hillhead.

When it was in Opposition Labour was all for electoral reform. Now they are not too sure.

But then the party in power rarely wants to change the system.

Although the present one has come in for much criticism in recent years it leads to strong government.

But is having a strong government better than having a representative one?

One thing is certain. Mr Blair must hold a referendum on the issue.

And that is a very simple system of voting.
