SWINGEING cuts in council services were set to make it a miserable New Year for thousands of Lancashire's most vulnerable people, finance bosses warned.
A massive £71.5 million programme of cutbacks under consideration included closure of fire stations, old folks' homes, children's homes and nurseries, huge cutbacks in education including grants for talented youngsters and the end of free school milk and meal facilities.
