PLANS for a new development of 12 houses off Rising Bridge Road, Haslingden, are set to be turned down.

The application site has already been subject to two previous applications in 1990 for 13 dwellings and in 1997 for 15 houses both of which were also refused.

Now members of the development control committee meeting on Wednesday will be asked to consider a new application to build seven semi-detached houses and five detached homes.

The plans have prompted a petition with 68 signatures from people concerned that the land is green belt, the proximity of the homes to the bypass and the increased volume of traffic.

Councillors will be told the application is a departure from the district plan and if it were approved would need the Secretary of State's approval.

Council officers are recommending refusal.
