TOWN Hall highways chiefs are to find out whether the proposed Westhoughton by-pass would have any impact on the local environment.
They have been given permission to negotiate a contract with a consultancy firm, which will to carry out an assessment.
Environment chiefs plan to turn Hartford Road, Daisy Hill, into a through road at a cost of more than £300,000 but members of the Edges Fold Residents' Association have vowed to carry on fighting the proposal.
Highways engineers carried out a survey into traffic jams and held a public consultation meeting earlier this year.
They favoured the Hartford Road extension, saying it would ease congestion and could be backed up by road safety measures.
The residents' association recently contacted the local government ombudsman and asked her to investigate the way decisions were made.
