HALF of one per cent of the host town's population was the target for asylum-seeker dispersal proposed by Blackburn's MP Jack Straw, when he was Home Secretary.
Seven hundred is Labour's target for the town. Yet the United Nation's recommendation is one per thousand, which would equate to 150 for Blackburn with Darwen. So why is there such a big difference?
