A CONTROVERSIAL planning application to create a one-way system into a landfill site has hit a hurdle.

The hold-up came after the Environment Agency said operations at Whinney Hill Tip, near Accrington, could pollute nearby rivers and streams.

The scheme, submitted by Preston-based waste management company Sita, caused an outcry among residents when the application was made in January.

Householders in the area set up a campaign group -- REACH -- to fight the proposal, and have since persuaded county council planners to suggest alternatives.

One suggestion being investigated is the creation of a Huncoat village bypass, off the M65 motorway.

In March county councillors, who will determine the application, decided to visit the site before making a decision but consultation is still being conducted.

The Highways Agency asked county councillors, who met yesterday, to defer their decision until the Secretary of State has had time to decide whether the proposed development would generate too much traffic on the trunk road.

The Agency has now requested more information so they can make that judgement.

The Environment Agency has objected to the application because there is a risk of pollutants entering the ground water.

A report presented to the committee said: "The agency is not satisfied that the information submitted provides the necessary degree of confidence that the development of the site to a depth below the groundwater would not result in pollution and has set out a number of areas of concern in this respect."

Geoff Wheatman, chairman of REACH, said: "That could put the cap on it all which, in a way, is a good thing. Anything that stops them is good."
