Plans to convert part of the ground floor of a house in Whalley Road, Clayton-le-Moors into a retail shop are set to be rejected.
It is because the building has not been used in this way for the last 10 years.
Hyndburn Council planning committee is recommended to reject the proposal on Wednesday.
