A 64-year-old man was seen on CCTV lying on the floor blocking the entrance to Alma Street car park at 4.50 pm.
Blackburn magistrates heard that when police went to investigate they found Kenneth Joseph Redfern in a drunken state and he was abusive to them.
And the court heard that Redfern had 16 previous convictions and 10 fixed penalty notices for being drunk and disorderly in recent years.
Redfern, of Denville Road, Blackburn, pleaded guilty to being drunk and disorderly.
He was made subject to a 5pm to 5am electronically monitored curfew for 28 days.
Redfern told the court he was an alcoholic but thought he could drink in moderation.
"I have to hold my hand up and say I can't," he told the court. "The only answer is not to drink at all."
