Just before 10am on Monday, officers attempted to stop a man on Chatburn Street, Blackburn.
However, the 18-year-old ran off from the police but was chased by the officers and stopped in a nearby back street.
Police said the man had also tried to discard some suspected class A drugs.
A spokesperson for the police said: "A search of an address linked to the suspect resulted in further suspected class A drugs being recovered hidden in a deodorant can.
"An 18-year-old male has been arrested on suspicion of being in possession of class A drugs with intent to supply."
On Tuesday morning, Asif Shezad, of Saunders Road, Blackburn, was charged with possession with intent to supply class A drugs, namely crack cocaine and heroin.
He will appear at Blackburn Magistrates Court this morning.
