CONSTRUCTION work is underway at a Little Lever corner shop, despite planning officials rejecting plans to turn it into shared accommodation.

Earlier this year, an application was submitted to Bolton Council to change the use of the general store at 38 Tong Street to a six-bedroom house of multiple occupancy (HMO).

Planning officers rejected the plans in April, on the grounds that the shared living space and the bathroom facilities would not be sufficient to provide six residents with adequate amenities.

A prior notification application for change of use from shop to dwelling was also turned down in August, due to insufficient information.

Little Lever and Darcy Lever councillor Sean Hornby has reported the development to planning enforcement.

He said: “I’ve spoken to planning enforcement and they’re not allowed to build a HMO there.

“Work is carrying on and what I’m worried about is that they’re going to do is get it in as a HMO through the back door.

“Any house up to six bedrooms doesn’t need special planning permission and the reason it went to planning is because of the change of use.”

According to Cllr Hornby, the head of planning enforcement Graeme Mitchell was due to inspect the works yesterday.

“I’m obviously concerned,” Cllr Hornby added. “Lots of activity is taking place.”

“Me and Cllr Gibbon are pressing the issue like mad.”

A spokesman for Bolton Council said: “We are aware of Cllr Hornby’s concerns and are looking into it.”
