A BEAUTY therapist who lied about being an NHS nurse has been slapped with a heavy fine for a string of health and safety offences, including injecting two women with botox using the same needle.

Jamila Suleman operated out of her home in Wentbridge Road, Bolton, where she offered a range of laser and skin care treatments as director of IPL Laser Ltd.

Prosecuting, Julian King told Bolton Magistrates’ Court on Thursday court how in March, 2017, a woman came to IPL Laser for botox treatment.

When she was given the treatment the woman was injected with a chemical described by Mr King as “an unsuitable substance”, which is often used for other kinds of treatments.

In another incident two more women came to IPL Laser for botox and Ms Suleman injected the women using the same needle.

During the process Ms Suleman also asked one of the women if she thought her fellow customer needed more botox, Mr King told the court, leaving her perplexed.

When the customers confronted Ms Suleman over the issue she denied having used the same needle but gave a refund.

Ms Suleman further lied to customers claiming to have been a qualified NHS nurse for 12 years, which was untrue ­— although she has previously worked for the NHS in other capacities and has several qualifications pertaining to the treatments she offered.

Following the incident the two customers complained to Bolton Council.

A multi-agency investigation was then launched, led by Bolton Council health inspectors and Public Health England.

Inspectors visited Ms Suleman’s property numerous times where they uncovered multiple breaches of health and safety laws.

Ms Suleman admitted to inspectors that she had thrown needles and sharp waste into her kitchen bin, and had no contract arranged to dispose of such waste.

She also admitted to having given needles and sharp waste to a friend to get rid of at a hospital.

Among the other offences noted were treatments found to have been stored in the same cupboards as food and household items, treatment forms missing required information and ineffective controls of botox, syringes, and use of needles.

At the hearing on Thursday Ms Suleman, aged 35, plead guilty to the offences.

Defending Shahid Ali said: “This is not an individual or company that has fallen foul on a repeated basis”, however he admitted that “she did do things that were wrong”.

Mr Ali added: “In simple terms the consequences of her actions have had an impact on her business up to the present day and there is not much of a business left in that regard.”

“[IPL Laser Ltd] was something that she was very proud of, and a business that she set up has now gone to rack and ruin,” he further noted.

Ms Suleman was fined £1,200, plus a £120 victim surcharge, and given a 20 week prison sentence, suspended for 12 months, for committing fraud by falsely representing herself as a qualified nurse, and 13 counts of health and safety offences and offences pertaining to use of needles.

The 35-year-old was also disqualified from being a company director for three years and fined £7,000 in costs.

IPL Laser Ltd was fined £6,000, plus a victim surcharge, for 13 counts of health and safety offences .

Sentencing, Magistrate Jean Hamilton said Ms Suleman had “abused a position of trust”.

Speaking after the sentencing, Bolton Council’s Executive Cabinet Member for Environmental Services, Councillor Nick Peel, said: “This is an appalling example of a rogue beautician putting the public in danger by exploiting a growing demand for this kind of cosmetic treatment.

“She presented herself as a professional but was in reality untrained and dangerous.

“By failing to follow the most basic health and safety procedures she put her clients at risk of serious illness or even worse.

“The conviction sends a powerful message that this kind of shoddy practice is a crime, and will not be tolerated in Bolton.

“This was a complex case and I would like to congratulate everyone involved for their hard work in keeping the public safe.”
