Blackburn taxpayers' £70,000 bill for 'pauper funerals'

THE number of ‘pauper's funerals’ in Blackburn with Darwen paid for by the council has more than doubled in four years.

And it has left the borough with a potential burials bill of almost £70,000 a year.

In 2008/2009, the authority paid for 22 ‘public health funerals’ where relatives could not be found, or could not or would not pay. By 2011/2012 that had risen to 57.

At an average cost of £1,217 a burial, that lands taxpayers with a potential cost of £69,369 for the 12 months unless cash can be recovered from the deceased’s estates.

The rise mirrors similar figures nationally, with recent surveys showing the number of individuals, especially over 65s, dying without relatives willing or able to pay rising sharply.

A recent report to Burnley Council revealed a dramatic increase in so-called ‘paupers funerals’ in recent years.

In 2007 it paid for three at a cost of £9,000, of which £7,000 was recovered through the deceased’s estate. That number rose to 13 public funerals in 2010, at a cost of £16,000, of which only £4,800 was recovered.

The figures for Blackburn with Darwen were 22 in 2008/2009, 40 in 2009/ 2010, 32 in 2010/2011 and 57 in 2011/2012.

In contrast, the last public health funeral in wealthier Ribble Valley was in 2009.

Anchor, the older people's charity, recently revealed that more than 21,000 older people a year were dying alone without family or friends willing or able to pay for burials and cremations, with some regions seeing a 14 per cent jump in the last five years.

It showed that over-65s now accounted for 54 per cent of all public-health funerals, with 17,000 in the North West taking place in the past five years.

A second survey found that the rise in such funerals was partly caused by the Government turning down almost half of those who applied for the £1,217 state burial allowance.

Senior Burnley councillor Howard Baker said: “It is an awful situation for somebody to be in.

“I know we have had a few funerals where there are no relatives left to pay recently.

“A lot of the time, the council will pay and then reclaim some or all of the money from the estate.”

I'm all for giving the scroungers and spongers F all but what else are we supposed to do with them, just leave them to rot by the side of the road?
Although I suspect this practice does still go on in certain parts of Blackburn.

Typical of the government's 'savings' programme.

The government 'saves' money by refusing more grants of the state burial allowance. As a result another part of government - local Councils, which recive the majority of their money from central government - has to pick up the bill.

The government clearly believes that if I don't pay the phone bill, but my wife does because I have spent less money, then my family as a whole has saved money.

This is clearly a definition of the word 'saving' with which I was not previously familiar.

What is the absolute minimum cost of burying someone, if you remove the grabbing funeral agancies from the equation. Why do we still try to observe the religious niceties on someone for whom it doesnt matter. Put em in a van, burn em, spread ashes - job done £50.00 ish

I learned from a dear Muslim friend of mine, that there are local mosque committees that carry out funerals for free in many cases. And only if a family can afford it, a donation to the mosque is suggested, of which the amount us up to relatives of the deceased. The only outlay, is grave costs, which amount to about £1100. All other services provided by the mosque, potentially for free!

Now, where's my skull cap? Hello imam....

big society in action, make sure that people are on the breadline and then tell their relatives they dont qualify for a burial allowance. next step work house, can people take a step back and ask how the government the majority of whom are multi millionaires dare to presume that people have savings to pay for a bloody funeral?

direct arrangement with the crem (fee 450.00) and a cardboard casket freely available via internet (200.00) private ambulance for the deceased if the directors won't do 'hearse only' service. probably less than 1200.00 even with a small plaque somewhere or entry in the memorial book at the crem.

Tell you what, why not get the bean-counter out of his overheated offices, go to the funeral and check for the legendary coin in the casket! The practise of paying the boatman to cross the river is an outdated cost that has neither basis in fact nor in any modern belief system. Of the 4 rivers, the Styx is the only one to make a charge and it's only claim to fame is that it's waters made Achilles near invulnerable
I mean to say, what is left of those old beliefs in our modern Spartan existence, when one can so easily bewail the costs that the poor dead saddle us with?
Perhaps we can raise a local tax on those whom are shuffling off this mortal coil, for excessive wear on the path to Death?

In a moment that can only be described as serendipity, I came across a business prospectus, just laying idle on my bookshelf, about the declining state of our water quality, rising food costs, mass unemployment and starving children. A US process has been developed to cure all these ills and at the same time should be of interest to the Council for it's ability to raise much needed funds. It describes how the World will reach a tipping point soon, somewhere before 2022, and that they have the possible solution but not the premises to manufacture for global needs, instead they prefer to set up little local factories thus reducing the distribution costs. Why not contact William R. Simonson at Soylent Industries to see if we can't benefit from the local production of Soylent Green?

It is very sad when someone dies with no known relative or next-of-kin. Not everyone has the love and support of a family or friends. When someone in these circumstances die, the council it would appear, has no other option than to accept the costs incurred, but after the funeral, the council surely has every right to take steps to qualify if the deceased has left any estate, and if so, they are entitled to request the reimbursement for the funeral costs, If there is no estate, then there is nothing more they can do. The funeral companies should not expect to make a big profit from a situation such as this, give the deceased a respectable funeral every time, but be aware of the costs involved. There probably are paupers in and round this area - there but for the grace of God, go I.

Well I think this article highlights one thing...the overpricing in the funeral game.

The council can do this for less, the fat cat funeral directors can do it for less but no as usual...the public's paying so where's my calculators + button!

years ago paupers were buried in unmarked graves buried on a seperate plot maybe a few people buried in same hole very sad as it was looked down on to be buried a pauper not now in the 21st century a lot will be drug and alcohol related young people whos family are not working so dont have the money to pay for a funeral most old people have saved to bury themselves so few will be elderly.what we need is the cost of funerals to be brought down to an honest leval instead of praying on the bereaved distressed families.a coffin costs £40 but on your bill its $450.00 depending on type of coffin the list goes on.a lot of profit making to me,wonder why it cost Blackburn £70, 000 but only cost Burnley 15k

If the crem is owned by the council then it's creating a false final cost, which I suppose supports your argument even further
