Tile removed from Blackburn's Mall shopping centre following safety fears

SPECIALIST contractors were yesterday removing all of the hundreds of tiles on the Church Street frontage of the Mall shopping centre in Blackburn.

It came after a second tile fell on Wednesday, narrowly missing a diner on the market cafe terrace below.

Daniel Moffett, owner of Butler’s family restaurant, and traders welcomed the move.

Mall general manager Loraine Jones said it was hoped the safety measure would be completed this weekend.

The tiles have been in place since the £68million Mall development was completed two years ago.

Mr Moffett had to comfort a shaken customer after Wednesday’s tile fall, the second inside five weeks, when she was showered by debris.

He said: “It’s the right thing to do. I’d rather they took them all off and made sure it was safe than risk another fall where someone could not just get injured but killed.

“I dread to think what would have happened if the tile had fallen when someone was coming out of our doors with a pram. It’s about time they acted.

“We are about to spend almost £5,000 on a new continental cafe-style open air terrace with an alcohol licence but we cannot go ahead till this area is made safe. We cannot afford one of our customers to be hit by another tile fall.”

Malcolm Marsden, owner of Whitaker’s Butchers in the market hall, said: “It’s about time. It’s what they’ve got to do. It’s just common sense.”

Stewart Cunliffe, of nearby Sanderson’s Bakery, said: “It’s the right thing to do. It’s got to be safe. If they don’t do this and make sure the tiles are secure it could happen again.”

Ms Jones said: “The security and safety of our customers and the local community remains our key priority and therefore we can confirm that, as a precautionary measure, all the tiles are being removed. The aim is to have the all the tiles removed before the end of Friday evening. We would like to thank our customers for their understanding as we seek to resolve this matter as swiftly as possible.”

Market manager Keith Holden said, “We are aware that the tiles on the façade of the building are under investigation by professional contractors and hope that the situation comes to a swift and safe conclusion.”

This sounds like a further example of the bad planning, design and building that has,and still is, being being carried out in Blackburn. As we all know Blackburn has suffered through a plethora of bad planning, design and building decisions. For example the New Town Hall had to be recladded,as did the town centre car parks after similar problems now being experienced by the Mall.Full estates of houses in Blackburn with Darwen built with (communist) flat roofs had to have pitched roofs put onto them. The Deck Access flats had to be pulled down, Several blocks of multi-storey flats had to be pullled down. Virtually all of Roman Road estate had to be levelled. Estates that won awards for design, (Bennington Street) have had to have extensive redevelopment. "Barbara Cartland way" that runs through the Town Centre is nothing more than a grid locked shambles that has cut through the heart of the Town, cutting off businesses and alienating visitors. The fact that the route of "Barbara Cartland Way" is blocked by a listed Georgian building and is still incomplete. With regard to the latter it is a fact that a child with a map of the Town and a crayon could have executed a better route! The demolition of Blackburns Clock Tower and Thwaites arcade. The politically motivated destruction of communities and perfectly good houses. The demolition of Schools and other public buildings. The list goes on. It appears that nothing has been learned, we are still seeing buildings with flat roofs being constructed with a mish mash of designs that have nothing in common with the surrounding area. Examples of these buildings include the New Schools and the "World Class Campus" Blackburn College Campus. Or should that be the "World Class gridlocked mis-matched designed Blackburn College Campus"? Just how much money has been wasted in Blackburn and just how much more willl have to spent correcting faults with new buildings, is anybodys guess, Millions, Humdreds of Millions? Blackburn has suffered from the incompetance, arrogance and cultural vandalism of people in charge who are not from the town and have never lived in the town. It is also a fact that the politically disorientated views of the Labour Party and the "New Labour Party" have added considerably to Blackburns decline.We deserve better! We really do. Will we get it? Of course not.

Just why were these tiles attached in the first place?
I was in Gutersloh, Germany recently and the lighting within their car park is solar powered. Long lines of twinkly lights direct you around it, in a one-way system. When a floor is full, the lights go out, as others move you upwards.
Oh, and it's all free, as long as you show receipts from shops within the complex, to cover your parking time.

Did anyone know that Germany lost the war but managed to rebuild better than we do now?

Mall is a private company PLC nothing to do with the Labour Council.Mall has invested £66 million in the new extension ,the company Taylor Woodrow Plc built this new extension.The new tiles are falling off this brand new Mall . The Mall and the people of Blackburn should blame Taylor Woodrow Plc one of Britain's largest construction company.As for the other comment regarding Blackburn regeneration around the town,there was a lot of old delapitated buildings and delapitated old terrace houses in Blackburn unfit for human habitation that belong somewhere in Calcutta.Regeneratio
n money from the Government in the 1990s from the Tory Government helped clear a lot of those delapited old buildings and old terrace houses.The Barbara Castle way has improved our traffic flow around the town centre,the building of M65 Motorway has benefited the town of Blackburn,Burnley,Ac
crington by way of more investments along the motorway corridor.The regeneration of Blackburn town centre has improved but there is still along way to go ,the past Victorian legacy old mills,terrace houses,shops,and arcades had to go to make way for more modern building like the new shopping mall,Town Hall,new College buildings and new Library but the Council has kept many good old buildings like the railway station,old college,King George Hall,old Town Hall and improved these buildings with regeneration money.The future plans like the new bus station on the old market sites,the plans to improve the Cathedral and Boulevard area and plan for a new Sainsbury Superstore on Thwaites Brewery site will improve Blackburn town centre for the future generation.

We're about to invest £5,000 on a continental style open air terrace... is the man from Butlers having a laugh. It's October tomorrow and no one is going to sit out on Church Street in the middle of winter eating a sandwich. The tiles issue will be sorted by the spring so why is it a problem. Talk about making a mountain out of a molehill, everyone needs to calm down.
