Plea for Cliviger road safety measures fail

VILLAGERS have failed in their pleas for road safety measures to be introduced along a ‘danger’ road in rural Burnley.

Road signs and white lines were always planned when Tetlow Developments began to convert Barcroft Hall, off Park Road in Cliviger, into seven new homes.

But county council highways engineers have ruled that the markings and signpost to the secluded entrance to Barcroft Hall are not necessary, based on accident statistics.

And the builders, now converting the barn at Barcroft Hall into an eighth property, have won the right to axe the road safety measures, which they originally agreed to pay for.

Coun Cosima Towneley, who represents Cliviger with Worsthorne, said: “There is a problem here and just because no-one has been physically hurt does not mean that there have not been accidents.

“There have been problems with people going in and out of there already. People are not looking when they leave Barcroft Lane.”

Coun Tom Porter said: “It is a junction which is crying out for some signage because if there is not there will be accident there.”

Planning chiefs said there was no intention by the county council, as highways authority, to install the signs.

But Coun Tony Harrison said, as an ex-Cliviger Parish Council chairman, he did not believe there were problems with that particular stretch of Park Road.

Proposing the scrapping of the road sign and markings, he said: “I cannot see any point in taking money off developers when the county council is not going to use it.

“The parish council and councillors should be petitioning the county council.”

Rochdale based Tetlow said in its application it had held talks with a council official and it had been decided the changes would not have any benefit to the local area.

I may be wrong, but I understood that 106 payments from developers for this kind of work (paid at the commencemnet of the development) could be retained by the Council for up to 10 years before having to be returned to the developer if the the money was not used for the specific work originally planned.
Can't think why LCC wants to give the money back - surely more sensible (though we are talking of LCC Envirionment Directorate, here) plan would be to retain the money for the full 10 years in case people get killed at this junction and we find safety features are actualy required.

This is the logic of the County Council Highways department laid bare for all to see. There are several roads in Cliviger through villages which are used as rat-runs and personal race tracks. The council's argument is that no-one has been injured, so there's not need to do anything. Or, to look at it another way, the council refuse to do anything until someone is seriously injured or killed. The residents on the ground are the council's eyes and ears, and are far more conscious of the needs of their communities than some jumped-up suit sitting behind a desk at county hall. The sooner that these idiots realise it, the better.

the road in question leads to a small housing estate ,there is no road through the village only local houses and people leaveing will stop at the end and look both ways there are plenty of roads around that have no markings and no accidents

Yes, we'll just let the speeders carry on being a danger to residents and themselves. That way they'll all kill themselves and we won't have to worry. Try living with it before posting, you clown.

I live on that 'small housing estate' and firstly I'm thinking to myself why have the local councillors not even asked us if we encounter a problem!!!Personally I haven't, even though I use this one and only route out of the estate several times a day. I have never seen or known of any accident on there even when we had all the wagons and contractors going up to Barcroft. However if the local councillors want to prevent accidents then a gritter during snow whould be a great help to everybody who has to use this road.
