MP David Mellor spoke in the Commons about his "regrets" over events which led him to resign as National Heritage Secretary.

In a personal statement, Mr Mellor told a packed and silent House that he was the author of his "own misfortunes".

But he said there was "no question of impropriety" about his conduct as a minister.
