WHEN is Blackburn with Darwen Council going to pay a decent wage to someone to clean up Darwen Street?
On Sunday morning I went there to meet a friend. The litter bins were overflowing and chips, pizzas, etc, were on the ground.
Soon, the shops and offices in that area will be paying out for rat exterminators besides the council tax.
The council won't pay someone to clean it up because it's less money for the so-called 'art' of metal trees, gates and French horns they are erecting.
