A GET TOUGH policy aimed at dog owners in Blackburn and Darwen looks set to win public backing.

The town hall is planning a clamp-down on those who allow pets to foul public places, parks and playing fields.

And new powers being planned include dog exclusion zones, spot fines and new bye-laws.

The decision to introduce the rules was taken following mounting public concern over the problem of dog mess in local parks.

The new rules are set to be introduced early in the spring but the council has announced a three-month amnesty to give pet owners a chance to get used to the changes.

A public consultation on the changes is also taking place and the early signs suggest people in Blackburn and Darwen are backing the initiative.

Blackburn with Darwen Council has received 10 replies following its appeal for public views and so far all have backed the policy. One has written strongly supporting the move.

The letter reads: "The council will not only be be applauded by the many who have had the unpleasant task of removing offensive mess left behind by ignorant, irresponsible and uncaring dog owners, but also by those who use these areas for sport and recreation.

"I live near Witton Park and what do you find at the entrance to the park? An area hugely fouled and disgusting."

The county has adopted a policy banning dogs from fouling public spaces and parks.

Blackburn with Darwen Council policy will be discussed by the environment sub-committee on Thursday.
