DEBT despair was tearing many East Lancashire families apart, it was revealed.
Record numbers of debt cases were appealing to the Citizen's Advice Bureau for help. Local CAB manager Peta Singer told Blackburn Council's civic affairs sub-committee that her staff were snowed under with pleas for help.
