THE only thing that remains constant in Preston Town Hall is the rate at which councillors shift their allegiances.

The results of last week's election almost saw Labour lose the balance of power with its 28 seats; compared to 14 Lib Dems; 13 Conservatives; and two independents.

But before the count was complete, Lib Dem councillor Allan Foster had defected to Labour giving them back the lead.

Labour councillor Mick Moulding also quit his party to go independent as did Lib Dem councillor Pat Whittle.

The final score, at the time of going to press, is Labour 28, Lib Dems 12, Conservatives 13, and Independents four.
