A DECISION on where to re-site Blackburn wholesale market was be taken in secret because Blackburn Council claimed the time-scale involved in re-siting the market meant there was no time to put plans before a committee.
The proposals drew protests from Guide people who were worried about increased traffic and noise if the market was moved to Blackamoor Road.
