I READ with interest that Blackburn Council is to introduce a 'best value' scheme to prove that tax payers of Blackburn are getting value for their council tax.

The thing that intrigues me is that proof that best value is being given will be determined by the people responsible for providing the services.

Is it me, or does anyone else think this is another pointless expenditure of money?

More interesting is that when the people express views contrary to the outside experts' brought in by councillors, the experts' views are considered more valuable than the desires of the actual residents of the town.
