A LONG-AWAITED multi-thousand pound facelift was on the way for Blackburn Boulevard with the help of European cash.
Five years after the recession forced the dumping of plans for a massive commercial, retail and leisure complex on the Boulevard, Blackburn Council prepared a £660,000 plan to give the area a major facelift.
