THE deputy leader of Lancashire County Council Frank McKenna has been elected as the first leader of the North West Regional Assembly -- the body seen as the forerunner to a North West Parliament.
Speaking after his election, county councillor McKenna said he was delighted and honoured. He said: "The regional devolution debate is increasing in profile. My role is to argue for a bigger say for North West people in North West affairs.
"We must all work together to ensure that the North West can compete with European regions and areas such as London, Scotland and Wales who all now enjoy an element of self-governance."
