I READ with horror about the puppy being kicked to death by its owner (LET, November 20).
The owner was sent to prison for three months (not long enough in my opinion) and banned from keeping animals for ten years.
What I want to know is, who keeps a check on this?
Does someone visit every now and then to make sure? What happens if the person moves away -- is a check kept then?
We read quite often of people being banned from keeping animals, but never of any prosecution for breaking this ban.
