IWAS disgusted with what I saw last Monday. Earlier in the afternoon there were mounted police on the Bank Top area of Blackburn. With the publicity stunt they pulled in Fishmoor Drive the other week, we will be seeing plenty more of them (bobbies on the beat, good idea, but not really efficient for actually catching criminals).

What really appalled in Montague Street, was the amount of manure from top to bottom.

On the Galligreaves estate, I saw the manure continued on pavements and grass verges. If you allow a dog to foul the pavement and are caught you are liable for a fine. If you don't pick it up, it is left for the council to clean up and in my opinion, the only difference is the size of the product.

The police are not setting an example and should be made to carry buckets and clean up afterwards. If I were to let a dog foul or dropped litter in the presence of the law they would soon say something.
