IT'S good news that all 25 governments of Europe now seem united in supporting the draft EU constitution. It's not a perfect document but its a great deal better than the existing treaties.

The constitution will end the secrecy behind which key EU decisions have been made, and will strengthen the role of national parliaments in holding ministers to account and challenging proposed EU laws.

It will help Europe speak with a single voice on a world stage otherwise dominated by President George W Bush. It will give individual citizens new legal rights. It will make it more difficult for countries like France and Spain to block much needed reforms to the common agricultural and common fisheries policies.

Rejecting it wouldn't mean that the EU goes away, but that we just muddle along the same problems as at present.

Liberal Democrats are calling for a referendum on the issue. Without question we should vote YES.
