A PAPER recycling centre could open in Pendle if plans get the green light.
The borough council wants to build a new recycling plant next to its depot in Fleet Street, Nelson.
The planning application comes as the authority prepares to make its green box recycling scheme compulsory for all households in Pendle.
People will be expected to put cans and bottles in boxes which will be collected with the rubbish every fortnight.
The building, behind the vehicle repair garage, would be made of steel sheeting with a pitched roof.
Planning officer Daniel Hartley has recommended Nelson Committee accept the plans.
In a report to councillors he wrote: "The proposed building, when judged against similar development on this site, would not look out of place or cause injury to the amenity of the locality. The nearest houses are over 20 metres from the application site and at an oblique angle.
"I do not consider that the proposed development would have a detrimental impact upon residential amenity from the point of view of loss of outlook."
Nelson Committee will decide the application on January 10.
