PLANS to turn a house in Accrington into a residential home for children with learning difficulties look set to be approved despite objections from neighbours.

The applicant, Ruth Anson, want to use the terrace house in Whalley Road, near to Milnshaw Lane, to create a private home for three children.

But local residents, who have written to Hyndburn Council objecting to the plans, fear the security of the area will be affected if "disturbed, abusive or violent" children are placed there.

They claim that there have been complaints of rowdiness about an existing children's home across the road, which is run by the same company.

But according to Mrs Anson the property will be for children with learning difficulties and not children with emotional and behavioural difficulties, like the existing one opposite this property.

The proposals will be discussed at a meeting of the council's planning committee next week.

In a report to members planners have recommended that the plans be approved.

The report states that residential accommodation for children should, in principle, be within an existing residential neighbourhood.
