New weapon launched to curb winter deaths in Burnley and Pendle


FOUR new fuel poverty officers have been urged to curb the high number of winter deaths recorded across Burnley and Pendle.

Around 80 more people die in the neighbouring boroughs each year when the cold snap begins, according to official figures, from conditions such as heart and respiratory diseases The figures are among the highest in Lancashire and are the incentive for a new Burnley and Pendle home energy strategy.

Part of the problem can be attributed to the high ratio of pre-1920s homes, lacking insulation, still present in Burnley, Briefield, Nelson and Colne.

Their chief weapon is the recruitment of four review, assessment and support officers (RASOs), whose task it is to help the over-65s battle the issue of fuel poverty.

Simple measures like reviewing their current care arrangements, providing extra blankets or hot water bottles, to helping pensioners manage their household budgets could prove most effective, the Lancashire Local Burnley committee has heard.

The RASOs will be employed as part of a 12 month pilot scheme but it is hoped that if they prove effective then their role could be extended to other Lancashire boroughs.

Work is being carried out using funding from Whitehall’s Social Care Reform Grant and also involves Burnley and Pendle councils.

County council social services adult services spokesman Tom Daniels said: “Prior to this project there were no formally established processes agreed between Burnley Borough Council and the county council to ensure that service users were given the opportunity to be linked with relevant support.

“It is envisaged that the pilot will deliver positive outcomes to benefit a significant number of vulnerable people in receipt of services from the adult and community services directorate.”

The RASOs will study for City and Guilds qualifications in energy awareness and liaise closely with borough council home energy officers, covering issues such as home heating and insulation.

So, money that could have been used to help people who were struggling is used to employ more bureaucrats. Soon we will have one bureaucrat for each ratepayer.

Quiet right my freind the Police are civillians though they think over wisw they are not military nor para-military as they would have people belive but a civillian force. In regards to fuel poverty it should not be able to happen in this day and age Tax the Rich. Simple make them pay. If they whinge they are leaving simply apply a leaving and a visiting tax.

I do have a very serious message to all who are getting this information ...

What the elite are moving to achieve is great anger amongst the populations who then take it out on the police.

The police need to understand that after major civil unrest, the decommissioned military bases aroung Britain have been refurbished not for our troops, because our troops are guarding heroin.

The bases are being made ready for NATO troops, who aim to totally takeover the police forces around the country. Exactly as the gestapo achieved across the security forces and the German military.

The modus operandi of the very monster we face, is to immedietly arrest all the politicians who have brought in the monster and also most of the police personell.

It is essential that the people do not attack the police and vice versa.

Spot on Daveburnley, but of course it is four more OFF the unemployment figures. Would the government be so free and easy with taxpayer's money if they were given a personal bonus for every billion pounds that they REDUCED the amount they waste, sorry, spend? Sorry, of course I forgot, some M.P.s already get their bonus by falsifying their expenses. Sack the lot of them at the next election.

4 new fuel poverty officers taking up x-amount of cash..another 4 created jobs more quangos in this government than any other,,get the greedy fuel companys capped or some sort of limit enforced...we know this wont happen as the government raise to much cash off this rip-off...were as the taxpayer pays for these 4 un-needed officers..

It is time this sort of nonsense was sorted out. anybody with half a brain cell could work out how to solve this problem. i wont mention it on here in case the mainstream politicians pinch the answer as they are obviously unable to work it out for themselves. this is the type of waste the english democrats get rid of quick, ask the people of doncaster.

The honest thing to do is to get Jack Straw to FORCE those politicians that have robbed from us by submitting dodgy expense claims to return that money to the state to help those who need it the most. Money that should have been used for that purpose in the first place.
