Burnley tenant shamed as rent dodger with ‘sign of shame'


A TENANT has become the first in Burnley to be named and shamed as a ‘rent dodger’ by a fed-up landlord.

Angry bosses at Taylor Housing have put up a sign declaring ‘Rent dodger lives here’ outside one of their properties in Branch Road, Burnley Wood.

The Bournemouth-based letting agency insists it has been forced into the move as a “last resort” after a tenant is said to have left, owing them around £1,500 in rent and leaving they property in a mess.

Bosses at the firm say have since been unable to trace the man, leaving them with a clean-up bill of more than £1,000.

Now they have erected the sign hoping that by shaming him they can deter others from doing the same.

Burnley council’s housing chief said he saw “little point” in putting the signs outside problem homes.

But the move has been backed by East Lancashire’s landlord association and a Burnley Wood councillor.

Paul Taylor, from Taylor Housing, said the man had moved into the Branch Road property in February.

But since then, he had paid no rent, leading the staff from the landlord firm to give 15 days’ notice of entry, Mr Taylor said.

Staff found the house empty, covered in dog mess, with damaged kitchen units, the agency said. The back yard had also become a “dumping ground”, they said.

Mr Taylor added: “When we got in there it was not in a liveable state and it will not be for a while.

“He is not the only one who hasn’t paid his rent but the biggest upset for me is that the place has been left in a complete mess and now we have to pay for the refurbishment.

“The majority of our tenants in Burnley are good ones but we are sick of the bad ones and we don’t want them spoiling things for the others.

“We treat tenants well and we expect them to be good tenants.”

The firm, which has around 20 properties in Burnley Wood, said it is willing to erect the ‘rent dodger’ signs outside its homes in future.

Meanwhile, Mr Taylor said he expected the clean-up of the property to take several weeks. The former tenant, who owes rent from February, is now untraceable.

John Sharp, chief executive of the East Lancashire Landlords’ Association, said the system which sees local housing allowance paid to tenants and not landlords made it difficult to claw back unpaid rent.

And he added: “I think this is a very brave thing to do.

“Landlords are upset that local housing allowance now goes straight to tenants because often they spent it on other things.”

Burnley councillor Frank Ashworth, who represents Burnley Wood, added: “The name and shame sign is a good idea and it would be very useful for landlords to know who the bad tenants are.

“Good landlords in Burnley Wood are as important as good tenants, so good luck to them.”

Burnley Council housing executive member Martin Smith said internet databases which tell landlords about bad tenants are more effective than name and shame signs.

He said: “I don’t see a lot of point in putting the signs up. The register is a better bet to help out landlords.

“It is a real problem for landlords when their tenants don’t pay and sometimes, in desperate measures, they have to do these things.”

He said the council runs a good tenant and landlord scheme to take much of the risk out of finding people to fill houses.

Burnley housing association Calico said it has no plans to put up bad tenants signs outside its properties.

A spokesman said only 1.5 per cent of its 4,500 tenants are currently in arrears.

its funny when landlords demand their money but wont repair the properties.my brother was in a rented house on gisburn rd barnoldswick.he was without hot water for 3 months .this is through the winter he tried everything to get the boiler repaired.the landlord who he could not find out who he was,went through the letting agency they were a joke excuse after excuse.he tried the landlords association they could do nothing either.so when he told them he was paying no more rent they said we will take it out of your bond until nothing is left then we will throw you your wife and child into the street.whats funny about this is they both work and paid their rent a month in advance.you could not get better tennants.he has now left the property and is struggling to get back his bond.no damage he got witnesses,a council official and a solicitor.what more could he do???.

didn't they check his references? or weren't they bothered about the type of tenant they had? Perhaps if Landlords were stricter about who they rent their houses to then the "quality" of tenant would improve.

Although i have some slight sympathy for this landlord one has to question the type of tenants some landlords are housing.Many greedy uncaring lanlords couldnt care less who is living in there properties just as long as the good old dss is paying the rent .In my opinion landlords are largely responsible for ruining large areas of burnley by there money grabbing actions and have ruined many many formaly decent areas of this town by housing drug addicts,layabouts,lo
w life and suchlike.Would the landlords live next to these scumbags? not on your life ,they buy up cheap houses and dump the scum on the rest of us.

You're right, Smudger. Many landlord don't give two hoots about the type of tenants they get just as long as the DSS pays the rent.

In fact, I've heard of landlords putting scumbags into their properties so they can pick up the surrounding houses on the cheap when the desperate home owners sell for next to nothing because they can no longer take the anti-social behaviour.

Councils know that tenants take money from them and do not pay landlords- we should also name and shame the councils- if the councils pay rent directly to the tenant then they should be responsible for tracing the tenant if the tenant leaves without paying the rent.

Benefits section should pay straight to the landlord of the property. I however agree with a lot of the statements said. A lot of landlords dont give a **** about their tennents but are quick to man when they dont get rent money.

The landlords need to get valid refferences and make sure that they check them out.They should also take a bond, i think that most landlord do not care who they let in to there properties or care about the carnage these tenants cause to the local area. So i say to all landlords do your homework when letting a property to a new tenant. Once the tenant is in there property check with the nieghbours, and verify that everything is ok. Give the nieghbours of your properties your contact details, so that they can inform you when things start to go wrong. By doing this you may save everyone a load of grief.

ELLA agree with many of the sentiments expressed in the your say section.Landlords and agents should make full use of the Good TenantsScheme in Burnley. It's probably the best scheme in the country.
Tenants should pay their rent on time in just the same way as they would pay the TV rental or any other debts.I am aware of tenant quality changing during a tenancy through changes to that persons personal circumstances,marria
ge break up, drug or alcohol addiction, or personal tragedies.The landlord is often blamed for matters he has no conrol over and he certainly can't act as a policeman in respect of his tenants.The Local Authority and Police should get involved whenever possible. The tenant is responsible for his own behavior, his disrespect for neighbours , his disdane for society.
It must also be remembered that many thousands would be on the streets if landlords hadn't invested their own money in to bringing all these thousands of ex slum properties back in to use, spending many thousands of pounds in the process.Some people save for their retiremant via pension funds some via rented properties. Regarding the people in Barnoldswick. The Landlord was not a member of our Association and I suggested to the tenant that they contacted the Local Authority. They have the power to do the work and charge the landlord . they can also prosecute the landlord. It should be asked or explained as to why these things didn't happen.

I don't see the point of putting a notice up after the tenant has left.
Surely they should have been named and shamed whilst still in the property.
This way everyone would know who it was.

First of all, putting up a name and shame notice for anything, will not have any effect because a lot of people cannot be shamed today. Also, as for the Social Services paying rent direct to the landlord, this can only be dome with the consent of the tenant.

I dont think that councils have the option of paying the money direct to the landlord, they have to pay it direct to the claiment and even have to keep paying it if the landlord informs them that the claiment isnt paying his rent!!1 madness!

I have lived in a rented property for nearly a year, I have made several complaints, my house leaks, I have a slugs in my kitchen, no heating in my kitchen, The curtain rails are held together by duc tape, and then earlier this year when it was really cold our boiler broke and we had to wait two days with a 2 month old baby. Its not good enough and I properly won't get my bond back because its not in the state they handed me the keys in. I think rental companies need to get there act together
