A budgie and 16 dogs and puppies were rescued and are now set to be rehomed.
A police spokesperson said: “We know Lancashire is a county of dog lovers, so appreciate how upsetting incidents like this can be.
“We’re sharing this firstly as a reminder that it’s an offence under section nine of the animal welfare act not to provide animals in your care with a suitable environment, free from pain, suffering, injury and disease.
“Secondly, this result is directly from community intel so please continue to talk to us and report suspected animal abuse to the RSPCA. We do investigate these reports and we do act upon them.
“The South Rural Task Force with continue to tackle animal cruelty. Thanks for your support.”
