Smoke ban rebel Hamish Howitt applies to convert bars to flats

Smoking ban rebel Hamish Howitt has applied to convert his two controversial bars into flats and retail outlets.

Mr Howitt, 55, who has been convicted of flouting the comprehensive ban on lighting up, wants to create 12 flats and five shops on the site of Delboy's Sports Bar and the Happy Scots Bar on Rigby Road, Blackpool.

The planning application will be considered by Blackpool Council's development control committee at a later date.
