Blackburn man did not have licence for scrap metal

A MAN has been fined after being found carrying controlled materials without a waste carriers licence.

South Ribble magistrates convicted Owen Collins, of Audley Close, Blackburn in his absence.

Collins, 22, was fined £400, with £75 costs and £15 victim surcharge.

He was carrying scrap metal in his vehicle to Corncroft, Penwortham, near Preston, when he was stopped by a PCSO officer last July, the South Ribble Magistrates heard.

Send this to Blackburn police they could have a field day improving their crime figures if they stopped every pick up truck with a cage on!!

isnt it funny i thought psco's didnt have the authority to stop a vehicle. then again with all the cuts to the police force the only officers on the streets are psco's.

None of these people have a waste carriers licence. Why don't the police nail them on this?
