ASBO for man who habitually harassed Burnley shoppers

ONE of Burnley’s most persistent town centre nuisances, who has harassed a number of shopkeepers and customers, has been warned to be on his best behaviour.
Magistrates have imposed a two-year anti-social behaviour order on Paul Manley, 45, after he tormented a number of town centre businesses.
Council bosses and town centre police have previously stressed they will do everything they can to ensure the Slaidburn Avenue man complies with the ASBO.
He was already subject to similar restrictions.
In a previous hearing, magistrates were told that Manley had been a particular problem in and around McDonalds, Costa Coffee and Rhode Island Coffee, all in St James Street.
He had also stood outside Roy’s Jewellers, in Keirby Walk, harassing customers and affecting the shop’s trade. Under the terms of his ASBO, Manley must not enter Burnley’s inner ring road except for job centre, solicitor, probation or court appointments.
He is also barred from Tesco, TK Maxx and Anchor Retail Park, and must not be in the vicinity of Turf Moor two hours before a game.
But an ASBO appears to have had little effect on a recurring nuisance in Nelson, who has attracted a series of complaints from store owners.
Daniel Nelson was given a two-year order for persistent begging in locations around Manchester Road, Place de Creil and Market Street.
However Nelson has now been arrested at least three times in as many months for similar behaviour.
Following his latest detention Nelson, of Lonsdale Street, who admitted begging was fined £35 with a £20 victim surcharge. He was detained in the courthouse for the day in lieu of making payment.
